Scope and Requirements

The proposal should address three areas. Each of them will be scored during evaluation.

AREA 1 · SOLUTION

Proposed solution and approach

A description of the solution proposed and how it meets the functional and non-functional requirements below. Include architecture and integration notes.

AREA 2 · TEAM AND EXPERIENCE

Team, experience, and references

Named team, relevant experience, and at least two references we can contact. Include roles and time commitment.

AREA 3 · PRICE AND SCHEDULE

Price, schedule, and terms

Fixed-price bid with milestones aligned to delivery, plus any assumptions and exclusions. Payment terms as noted in the investment section.

Fit of the proposed solution to the requirements (40%)
Team, references, and past performance (25%)
Price and value for money (25%)
Delivery approach, risk management, and support (10%)

Submission format: a single PDF, no more than 25 pages, with an executive summary and the sections listed above. Late or non-conforming submissions may be excluded.
